Teresa Carnes graduated from Kansas High School in 1990 and continued her education at Northeastern State University, graduating in 1994 with a Bachelor of Arts in Education Degree. She works as a Drug Free Communities Coordinator for ROCMND Youth Services in Pryor, where she has been employed for the past ten years. Teresa also serves as the President for the Delaware County Community Partnership. She lives in Chouteau with her husband, son and grandson. Having lost a daughter in 2021 to the opioid pandemic, Teresa vows to be a voice for her and other who struggle with addiction.
Jenniffer (Jenny) Clark is a God Loving wife and mother. She has lived in the Delaware County for 19 years and has worked with children in some capacity for over 15 years. She currently works for Grove Public Schools as one of the lower elementary school counselors. Jenny received an undergradudate degree in Human and Family Services from Northeastern Stated University, a Master’s in Human Services and a Master’s in Psychology from Capella University. She serves as the g as the Vice President of DCCP. She has been involved with DCCP for 12 years, serving on the board 11 of those 12.
Andrea Stamper originally joined DCCP in August 2019. Andrea serves as a project coordinator for Sooner SUCCESS through the OU Health Sciences Center. Andrea provides supports and services in Delaware, Mayes, and Rogers counties. Andrea is the mother of two children, her oldest being diagnosed with a significant disability. Her work history includes years of educational advocacy for children with disabilities. Through her position with Sooner SUCCESS, Andrea is a constant voice for expanding opportunities within our coalition to promote inclusion and hope to our individuals with disabilities and the family caregivers who love and support them. Andrea has been an active member and participant at DCCP events and is often the one behind the camera. In 2021, Andrea accepted the Treasurer position for the coalition.

Cindy is a public health educator for the Cherokee Nation Sam Hider Clinic in Jay. She resides in Jay, where she graduated high school. Cindy received her bachelor’s degree at Northeastern State University.
